I have upgraded all my current devices to iOS 18.1 and macOS 15.1. You will see Apple Intelligence and Siri in Settings. It will prompt you if your computer and Siri is not set to US English.
Just need to set “Language & Region” to United States and set the Siri language to US English. Then click on join waitlist to start the process. Doesn’t take long to get it all working.
But if you see just Siri in Settings, even if your device is in the compatible devices list, it is likely that your device is purchased from China mainland and or geographically in Europe or China.

You can also check your device region with Model Number in Settings > General > About. Check if your model number ends with CH. https://theapplewiki.com/wiki/Model_Regions
It’s annoying. Most of my devices are working fine, just my main Mac Studio which I bought 2nd hand from China mainland which is not working. It’s harder to tell if Apple is being too careful, or government regulations are getting too strict.
